It's a water feature/bistro table... hides the gas pipe coming from the ceiling. The water pump is in the base of the unit and it pumps water up thru a 3/4" pipe inside the 8" pipe and it spills over the top edge and runs down the outside of the pipe. Hidden inside the pipe is a 2" pipe concealing the gas/elec lines.
